This is the second year my tomato plants haven’t bloomed or produced tomatoes. I bought the plants in 4″ containers and they appear healthy. What do I need to do to get these plants to do what they’re supposed to? Thanks for your help!

These little red bugs do not come off and we have tried every kind of tomato plant spray out there. I don’t know how to get them off because they are eating hole into my leaves and tomatoes.
